Is there a way to trigger an alert if there are more than x ICMP Device Down alerts in a 5 min windows? So if a whole site goes down, I can alert more/different people.

I don’t think that’s going to be possible. Our alerts are tied to individual devices. Best you can do is setup device dependency and have a rule that checks for the upstream device being online and if not alert to the required channels.
