Need assistance receiving the same alert multiple times in a short period

Need help I’m getting same alert every 1 minute 3 times. I want it to send transport mail once only.

the rule i create is

macros.device_down = yes
max alert = 1
delay = 0
interval = 1h

how do i fix this.
