Port is enabled but down

I’m trying to get rid of Observium and move to LibreNMS! Currently I am alerting on ports on my infrastructure that are not “Administratively” down, but down in Observium. I’m having a hard time equating the Observium commands in LibreNMS…
Device Match = *
Test = ALL
Test Conditions = ifAdminStatus equals up
ifOperStatus notequals up
