We should add support for per-user timezones. PHP, and the website should default to UTC, and ask the user to set a timezone for the user they create during install.php. I have users in India and other timezones besides my own who wouldn’t appreciate all of our servers and services in PST, but keeping everything in UTC is a bit annoying to me also.
