Add the ability to lock widgets position on the dashboard editor

It would be great if we could fix the position of widgets on the dashboard so that when we add a new widget it doesn’t move all the others out of place.
This is especially important when trying to create a dashboard of graphs.

Additionally, it would be ideal if newly added widgets are placed at the bottom rather than the top. Though locking widgets would still be nice as it’s very easy to throw the order out of place entirely by moving one widget.

Second both of these requests. It is a frustrating experience to jiggle about randomly shifting and sometimes overlapping Graph widgets when trying to add a new one.
