forget to say that the port is running by script and it admin down and admin up
so it not just down and up .
it will be up and admin down i need alert for this.

as i understand this, you want to be alerted if port state changes?
But what solves this alert?
Wouldn’t it be more useful to be alerted if Port state is not in “default” state?
e.G. by default port is down. Once a week port goes up for some hours, which triggers an alert.
If port is down again, alert wil be resolved also.
If you need to know when and how long an alert was up, take a log on to
Alert → Alert History
or
in your searching Device, Alert → Alert History
