Can librenms save the configuration file of a network device? Such as Cisco, H3C, JUNIPER device configuration

LibreNMS cannot do that, but Oxidized does it, and is completely intergrated into LibreNMS. Meaning Oxidized can get the list of devices from LibreNMS directly, via API, and LibreNMS will display the configurations gathered by Oxidized into the GUI.
