Can't fix validate.php error

I’m getting the following error with validate.php:

[FAIL] MySQL Database collation is wrong: utf8mb4 utf8mb4_unicode_ci [FIX]: Check https://community.librenms.org/t/new-default-database-charset-collation/14956 for info on how to fix.

I’ve tried to have validate.php fix it and I’ve tried the steps listed manually and I still get the error.
