Copy nagios' idea: max check attempts, normal check interval retry check interval

This is a helpful Nagios feature. Screenshot attached.
Would be nice to see it in librenms too. (of course we may “simulate” it globally via “alerts rules”, but for nagios it is per service and retry time can be individually adapted).
