Does the distributed poller retain data when the main server is offline due to network failure, maintenance etc. and then submit when system back.

no, if you want that, you probably could just do multiple installs. ( no way to aggregate the separate installs data together though)
Just curious. Cant he just do HA Mysql/RRD?
no such thing for rrd. Influx and Prometheus have such things I think but can’t be used for graphing.
