Getting permission denied trying to see global settings and edit user

Hello

I am unable to view the global settings and edit user in settings. I keep getting a permission error. I have confirmed in the DB I am a level 10 user. I have looked in all the logs but do not see anything related to this error. Havent been able to find anything on the community boards wither. I can only access validate config and pollers.

Can you visit them if you log out and back in?

No, I have tried several times and it is still not working. DO permission errors like this get logged anywhere? i cannot seem to find them in any of the logs.
