Install.php doesn't work

Hello, I installed LibreNMS on an Ubuntu 16.0.4 droplet with nginx - installation went OK, fixed errors and it validates ok. when trying to complete the WebUI installation it brings up the LibreNMS login page instead of install.php. I tested the server by opening a text file in the /opt/librenms/html directory and I see it … when I do http://librenms.pnetcom.com/install.php it drops me into the login page and the /install.php disappears. I’m at a loss.

delete config.php or if you’ve configured config.php then run php build-base.php
