Issue Connecting to remote DB During new Install

I am seeing this error when I run the web install process:

I don’t know what the error means I guess.

I can connect to the remote database from the install instance properly.

This is an nginx issue.

I resolved the nginx/php issue, but am seeing this error now when walking through the activation…

Starting Update…
SQLSTATE[HY000] [2002] Connection refused (SQL: select * from information_schema.tables where table_schema = librenms and table_name = migrations)

Error!

Any ideas? This is a remote DB I’m trying to connect to, and I can connect directly, just not through the install gui.
