Need to update install documentation for RHEL 8

There are a few steps in the installer that don’t work on RHEL 8. I’m not familiar with the right way to update things on GitHub, so I’m posting the notes here and hoping someone will help out.

1.) Under the “Install Required Packages” header, “dnf module enable php:8.1” should read “dnf module enable php:remi-8.1”
2.) Under the “Install Required Packages” header, “python3-devel” needs to be added to the bulk install list
