Can support be added for peplink devices.

@Shawn_Knights hello, I will be work with peplink products, so I will add support for them, when it will be possible

@Shawn_Knights I did a PR for support of Peplink Pepwave & FusionHub. You can check it. Just test this PR in your environment and try add your Object ID to /opt/librenms/includes/definitions/peepwave.yaml to test if this will be suitable for you. I don’t have access to some Balance Series device so I cant’t test it. Here is the PR. https://github.com/librenms/librenms/pull/11432.
