Adding service ignore and disabled checks to default rules

Continuing the discussion from Checking "Disable polling and alerting" for a service check still generates alerts.

Additional post regarding this:

This is very annoying and I’ll try to find some time to fix that with a PR but need some directions please:

  • How can we add this to the default rules? Are those in the repo somewhere?
  • Where can we update the documentation about this?

The alert rule collection contains pre-built alert rules for users. You can find them in misc/alert_rules.json
