BGP Alert Notification Status on Cisco NCS-57C3-MODS-SYS

So i hate to beat a dead horse on this.

With my original post of -

Cisco ASR 9006 BGP status

I have started threads in the past about not getting BGP information on Cisco ASR 9006. I can provide debug and other information upon request… I thought i would reboot the topic in a new year to see if a fresh pair of eyes has an idea. That was on and still is on a Cisco ASR9006 and the issue is still happening.

Now i have started to move my Cisco ASR9001 to Cisco NCS-57C3-MODS-SYS the issues has happening where all the BGP sessions say “state”

Could it be my alert rule?

my rule for down is -
bgpPeers.bgpPeerState != “established” AND macros.device_up = 1

my rule for establised is -
%bgpPeers.bgpPeerFsmEstablishedTime < “300” && %bgpPeers.bgpPeerState = “established”

Thoughts?
